in fact, the latest announcement is to cut the irs by 50 percent by the end of 2025. so, if you are wondering just what the heck the game plan is, you are not alone. after speaking with close colleagues inside the irs, i can say it is basically chaos at the moment.
some of the fixes are simple.

the word “gap” occurs 28 times in the national taxpayers advocate’s 2024 annual report to congress. the report highlights a wide and crippling assortment of gaps in america’s favorite tax agency.
fraud didn’t help, but it’s not to blame for all of the delays.

congress established the employee retention credit to help businesses survive the covid-19 pandemic. the program saved a lot of companies – as evidenced by today’s buoyant economy – but many employers filed fraudulent or otherwise ineligible claims.
how many? at one point, the irs said that tax professionals were estimating that 95 percent of claims that came to them were ineligible. the professionals blamed “promoters” who were aggressively pushing people to apply regardless of the rules.
in fairness to the employers claiming the tax credit, the rules were very nuanced, complex and hard to understand. while some of the claims were intentionally fraudulent, many were innocently ignorant of their ineligibility.

erin m. collins, america’s national taxpayer advocate, has been unusually complimentary in her annual report on the irs, but that doesn’t mean she hasn’t identified 10 problems that should be – and could be – fixed.
all of these problems impact the tax preparation business. the impact is often indirect, hitting taxpayers who have a tendency to ask their tax preparers to do something about their particular problem.
